    Recruitment of a National Consultant for the Development of the Procurement and Supply Management

    “Recruitment of a National Consultant for the Development of the Procurement and Supply Management (PSM) Plan for the National AIDS Response Strategic Framework 2023-2027 with a Budget”.
    The consultant should have at least the following
    Education:
    University degree in Public Health, Pharmacy, Medicine, or other equivalent field of study with additional training in HIV-related drug quantification and management;
    Excellent communication, teamwork and interpersonal skills, knowledge transfer, decision making and initiative).
    Experience:
    At least 5 years of professional experience in:

    Evaluation of a procurement and supply management system for drugs, medical products and HIV/TB equipment;
    Identification of quantification assumptions for health products in general and HIV/AIDS products in particular;
    The implementation of a method for forecasting and quantifying needs and warehouse management;
    The implementation and management of a computerized inventory management system;
    Have a good knowledge of health products used in the field of HIV;
    Have a good knowledge of HIV medical equipment (automats, CD4 counters, viral load devices, etc.);
    Have knowledge of Word, Excel, database;
    Knowledge of purchasing and inventory management software
    Language requirements:
    Fluency in written and spoken French,
    English and knowledge of local languages would be an asset.
    Methods of submission:
    In his application file, the consultant will submit a technical offer including the methodological approach, his understanding of the mission, the course of the mission, the various tasks to be done and the content of the reports to be provided. A presentation and validation session of the mission’s implementation plan will be organized with the consultant before the actual start of the work. The technical bid will be accompanied by a detailed financial bid in GNF.
